behalf of Dr. Tatuya Jinmei.  It is a pleasure for me to write this
independent letter recognizing Dr. Tatuya Jinmei's status as an
outstanding research scientist of the highest caliber in the field of
networking in particular. He is a first class research scientist who
has made major contributions to the area of the next generation
Internet. I believe that Dr. Jinmei's efforts are essential in that he
made enormous contribution to the world's first referential software
platform for this area. Therefore, I strongly support his petition.

I came to know Dr. Jinmei at the XXX conference in 1995.  Since
then, I've been working with him as a research colleague.

Dr. Jinmei has committed to research and development of the next
generation Internet for its wide adoption and deployment. He played a
key role at a software development project for this purpose and led it
to world wide success. He explored his own research field through his
activity in the project; the results were not only published as
academic research papers but also adopted in the standardization
community and by open source and commercial developers including
Linux, Apple and Microsoft.

Based on the value of Dr. Jinmei's research, I very strongly recommend
considering his candidacy for an O-1 non-immigrant status as an
internationally recognized first-rate researcher and inventor who has
risen to the very top of his field of endeavor and will certainly be
an invaluable asset to the United States.  I truly believe that
keeping Dr. Jinmei in the United States will help advance the research
challenges of the country, and help maintain the competitive advantage
of U.S. over other countries.
