Introduce additional rules to prevent scope zone breakage
inner addresses should have larger scope than outer addresses.
ensure that RP and BSR are located within a proper zone.

Restriction to prevent a Register from breaking a scope zone
inner src/dst must not have smaller scopes than scopes of register src/dst.
